I always felt that Bill and Hillary had an understanding and that she was OK with his philandering as long as it was on the downlow.
I love her, but she doesn't seem very sexual and Bill was a very randy fellow. Their marriage seemed to be more intellectual, than sexual. He's brilliant on a whole different level and so is she. They are a perfect intellectual match and that's what bonds them more than sex could. She knew that someone with Bill's intellect wasn't going to leave her for some tart like Monica.
She was probably happy that she didn't have to have sex with him all the time.
