He now looks enough like Dustin that their playing brothers makes sense.

Cruise taped an odd intro to the Top Gun sequel which is just him sitting in a movie theater talking to the audience. He looks much different and older (not BAD at all, just older and different) in this clip than in the actual movie which was filmed in 2019 and then not released because of the pandemic. Did he really change so much in three years? Was it the lighting and make up? I don't know, but it's a striking under-discussed difference. Good movie though!

My guess is eyes plastic surgery. People with natural hooded eyes look really off when they remove some upper eyelids skin, like Charlize Theron and Melanie Griffith.

In addition to the mix of aging and plastic surgery or procedures, the hair isn't helping. A full head of dark, floppy hair on a 60-year-old gets you close to uncanny valley. Same when an 80-year-old woman wears a dark wig.
