They made the exception for Kert at the personal request of Hal Prince. He tried the same stunt again a few years later when he fired Madeline Kahn four weeks into 20th Century and replaced her with Judy Kaye. They turned him down flat and have never made another exception. If they didn't allow Reba to be eligible when she replaced Bernie, I doubt they'll ever do it again, at least for the foreseeable future.

Here’s my take on all of this. Leah is very, very good at singing the songs from Funny Girl. She may or may not have the acting chops to handle the role, but from her appearances on Glee I think she should be OK. Beanie Feldstein was miscast right from the beginning. It was a gamble, and maybe if she had a really good voice it could have worked. Fanny Brice as a historical character was not overweight and was always dressed elegantly in any photos that exist of her. You put those kind of clothes on Beanie Feldstein and she looks like a 1920s mother of the bride. The show should do well with Leah, but they owe it to the audience to improve this cheap jack production. Fanny supposedly starts out at rinky-dink Dancehall and then goes on to the Ziegfeld Follies. The Follies in this production look no different than the Dancehall number and having show girls strutting around in bridal costumes doesn’t cut it. And let’s get rid of the big trash dumpster in the middle of the stage that keeps opening and closing to reveal the scenery.

Beanie Feldstein very quickly showed she was in over her head vocally. When that word spread fast, it left only Booksmart/Lady Bird fans who simply like Feldstein personally and wanted to see her, as well as (some overlap with the aforementioned) the body-positivity crowd who wanted to support the idea of a larger woman in a starring role. And, I guess, people who just very badly wanted to see Funny Girl on Broadway, even a lackluster Funny Girl.
What we have now is not really an equivalent situation. Lea Michele has her stans from the Glee days, but mostly, people are eager to get in because they think she can tear up this part. By most accounts she's doing that.

Feldstein had goodwill on her side (besides powerful backers). There was a perception that the public liked her, and she had had a success in a supporting role on Broadway. It seems in retrospect that everyone should have realized the starring role in Funny Girl was a bridge too far, but I think those involved in the production hoped she could finesse her way through on a combination of comedic skill, appealing onstage personality, and singing the music "well enough." Didn't happen, obviously. The clock was ticking from the moment the reviews came in.
