Both Houston LE and LN are claiming they wanted the show stopped.
The city signed off on security plans and taxpayers are likely to take a hit for liability too.
But, the deep pockets will be Scott and to a lesser extent, Drake. Scott's history and convictions and the issues that day as early as 2pm re: crowd control and security, the numerous videos from that night, the fact that he could see emergency vehicles in the crowd and the performance continued for 40 more minutes likely cost lives.

If anyone has video of this moment it will be key for the case. Reportedly someone on his team approached Scott and spoke to him re: the crowd. Scott then said something to the effect, "you know you came here to rage, make the ground shake." This is while people in his line of vision were dying and while emergency vehicles and responders were struggling to reach those in need of help. Then Scott continued the show.
Obviously someone should have cut his mic and possibly the stage lights and brought the lights up on the crowd. There are videos all over SM of other performers engaging in crowd safety talk, stopping shows as needed, telling crowd to chill, to back up, etc. Scott, in the midst of a mass casualty event, upon notification, did the opposite and FURTHER incited the crowd, allegedly.

The children were there because apparently Travis Scott advertised his concert on Fortnight or one of those games that young kids usually play because their parents don't want to be bothered with actually raising them. One of the main reasons why Travis dumped his manager Irving Azoff was because Irving was prioritising Harry Styles' career over his.
Last month, Harry played five sold out nights at Madison Square Gardens and each time the entire building and the building next door shook from all the fans dancing and jumping up and down. Even back in the nosebleeds fans were doing this. There were articles about it. Travis got jealous and wanted the same thing, although it's a lot harder to achieve in a field.
But Harry talks to the crowd throughout his concerts - actually banters to and fro and has whole conversations with them - so would spot a surge situation straight away and stop the show. He's stopped it when individual fans have fainted and asked security to help them.

He did stop a few times, briefly and he did acknowledge people in the crowd asking/chanting for him to stop the show. I think it was a combo of his ego, his being inured to injuries at his shows in a way other performers try to avoid, and the Apple stream, did not want to interrupt the flow of the broadcase/show is my guess, esp with Drake coming out at the end.
The Chester Bennington clip where he coaches the audience on picking up people who fall was quite different in orientation. He even had a little call and response - what do we do? PICK THEM UP! That creates a very different and obviously safer environment. There are clips of everyone from Adele to boybanders doing something similar in a focus on crowd safety during their shows.
That Scott went to Dave & Busters after is trippy, first of all, isn't that more for kids? And the declaration of a mass casualty event at the show had to be relayed to him after (as it seemed to be during when his team approached and spoke with him) so WTAF was going to play video games in public about? No sense of appearances even or just did not GAF. Surely he can game on a tour bus, in a hotel or with family, he is from Houston after all.

I find it extremely implausibe that he and his team did not know. At one point he was approached by 2 crew who spoke with him. He continued the show. Travis may not have known about the tragedy but it also shows the failure of his organization to provide proper communication. A Washington Post article said the event planners delivered the plans at the last minute and didn't provide proper communication, only gave cell numbers to the Fire Department. The cell phones did not work in this event; they usually have walkie-talkies which the Fire Department asked for but the Astroworld organizer didn't provide. The safety plans weren't even signed. How this event got pushed through is anyone's guess. This event should have been cancelled.

That the police were recording the show on their phones like they were 15 yr olds, indifferent or unobservant re: people needing help is astonishing and beyond unprofessional. That the fire department had no means to communicate? And the claim that Scott did not know about the deaths until hours AFTER the show? None of this seems plausible. That he and "Drake" went to Dave & Busters for an "after party" is beyond lame. What are they going to get a tie in there too, to resonate with middle school fans that Scott is pitched too?

I will never go to a concert again where it's general admission. All shows should be ticketed and each person should have their own seat. There have been so many problems with these kinds of concerts. Imagine if there's a fire or an emergency. Plus the pandemic is still going, so being that close to people is not ideal. They are recipes for disaster.
