In all seriousness, I think Candy knows that Tori inherited her hoarding gene, and she has financial advisors telling her day and night not to directly give Tori $$$ to blow. That could also be the reason Candy just pays the grandchildrens' tuitions and the rent on houses for Tori (and makes her move every few years)...it cuts down on the clutter, and Tori/Dean can't take out loans on the house.
