Phylica was actually Sheryl Lee Ralph's understudy in the original Dreamgirls. I wonder if she ever went on. Hard to picture her is being glamourous enough. She never got the role full time.

OP: would it happen today? Probably not unless the actress had an Afro-Latina background. But 1980 was a lifetime ago culturally. And, yeah, Debbie danced the shit out of the role.
