Actually, Tenant Rights, tenant/landlord mediation and rent control has been proven to decrease hostilities, secure long term stable housing, and help with community safety, and also more democratic neighborhoods/cities/counties/local jurisdiction.
Yes, shady landlords do this all the time. Moreover, shady rental management businesses and eviction lawyers do this all the time, sometimes without the property owners knowledge.

The Zillow link doesn't show anything and says the home is off market. I found the Redfin listing but there's no photo of a freezer or the basement so it's had some photos removed.
The WaPo article says the tenant died and her obviously mentally ill daughter moved in, stopped paying rent, put a new roof on then refused to pay for it, which caused the roofers to have a lien placed on the home. When the daughter was evicted she locked two cats in a room to let them die and spray painted a bunch of the house, plus left her feces all over. Now she can't be found.

It's not the owners who are mentally ill, it was the daughter of the original renter who is crazy.
The owners are apparently a woman and her elderly mother, both of whom have health problems. They need to unload the house because they can't take care of it and also before it's foreclosed on, because of all the legal complications the tenant's crazy daughter caused. Personally I suspect they were advised by the real estate agent to list as-is and get the publicity for it, then hope for the best.
