Supreme Court Justices are supposed to be above being political. Thats why they aren't elected and why they tend to stay on for years.
I would suspect that Breyer is more concerned about his ability to serve well than trying to make a strategic departure to adjust the balance of the court. Although in today's world, it's certainly probable.
