She was definitely one of the best live singers in the industry.

There was a long-time Canadian magazine for fraus called "Chatelaine" They naively named kd lang "Miss Chatelaine" before she came out as a lesbian. The song and video is mocking the ridiculousness of a lesbian punk winning the Canadian housewife award.

People seem to forget that she started her career as a punk performance artist channeling Patsy Cline and dressed up like her. One outfit she had was a skirt that had all kinds of farm animals sewn on it, so it wasn’t like she was completely adverse to wearing dresses and such.

She is behaving like what she's wearing is special, in the same way that guys in drag do when they only do drag for special occasions. It's not the same sort of behaviour that a woman who doesn't often get to wear a glamorous gown effects.
It adds to the satirical effect, but I reckon you're right that she saw it as drag, OP.

And partly that the entire album of Ingenue was a big love letter to someone she'd fallen in love with, and Miss Chatelaine also hinted at how sort of flirty/light and giddy she felt as she was falling in love.
The woman in question has long been rumored to be Wendy Melvoin. Yes, as in Wendy and Lisa. Which is just mindblowingly amazing all on its own. Love Wendy and Lisa, love their music, and Wendy, solo or with Lisa, have played on a number of k.d.'s albums since.

She had an album out a few years ago with Neko Case and another singer - a nice "Trio" style album.
She did touring for the 20th anniversary of Ingenue that lasted for a while (I mean, it started in 2017 and she was touring it up to 2019 or early 2020).
She said she may not record any more new albums.

I always interpreted the song as someone being surprised at how falling in love turned her into someone she wasn’t or didn’t think she’d ever be. That’s her (or the definitely gay director) thought a Miss Chatelaine would look like.
That said, the wig looks terrible from the back because you can see her hair is actually short.
