Violence Near Penn Campus After Walter Wallace, Jr Shot 10+ Times By Philadelphia Police.

Two police officers shot and killed a 27-year-old Black man in West Philadelphia on Monday afternoon, leading to protests near Penn's campus on Monday evening.

The man was identified by his family as Walter Wallace Jr., The Philadelphia Inquirer reported. According to the Inquirer, a bystander-filmed video showed that Wallace Jr. was armed with a knife and appeared further than arm's length away from the officers when they opened fire.

The shooting happened at approximately 4 p.m. at 61st and Locust streets. Wallace Jr. was later pronounced dead at Penn Presbyterian Medical Center, the Inquirer reported.

Police spokesperson Sgt. Eric Gripp told the Inquirer that Wallace Jr. advanced towards the policemen after they ordered him to drop the knife. Gripp was unsure how many times police shot Wallace Jr. One witness said he appeared to have been shot about a dozen times, according to the Inquirer.

Both officers are off street duty, pending an investigation, the Inquirer reported. Wallace Jr.'s father told the Inquirer that his son was on medication for mental health issues.

Police reform is badly needed. This includes the training of police officers and promoting transparency in law enforcement operations. A systems failure whereby the use of deadly force is the default standard that’s applicable to a wide-ranging situations. It merits examining the effectiveness as well as related aspects of social justice. The hypocrisy and silence of police as an institution in these matters have contributed to much of the distrust thrown their way.

That said, the glaring fact is that some in BLM movement now believe POC, mentally ill or not, should be able to directly approach police officers while intently aiming deadly weapons (such as knives) at them. The worst that should happen to these perpetrators is having tasers used on them, notwithstanding the fact that tasers have varying outcomes depending on a multitude of factors.

Should mentally ill individuals who happen to be POC be allowed to walk down the street while openly armed with weapons and not expect police response? What should be the breaking point where the threat and use of deadly force against these individuals be allowed? When they actually harm or kill? The movement went from rightly demanding police not abuse their powers and overuse deadly force, to special rights for POC to threaten and approach police officers while holding weapons.

As for the engagement of social workers in situations involving the mentally-ill population, the potential for injury or death resulting from armed perpetrators would entail the police presence anyway. Once weapons and intention of using said weapons are introduced to these situations, it pretty much would have to involve law enforcement.

These events are now nothing but precursors to coordinated looting and wanton destruction of property. Violence and crime are logical outcomes to justified or unjustified police use of deadly force, no examination of facts needed. Just go from indignation based upon a belief or bias, to turning that indignation indiscriminately against all police officers and the community at large. Enough.

R34, I hope you're right, but the critical problem here is that this is happening not just in Pennsylvania but in Philadelphia. Biden can't win PA without a strong showing in the Philly suburbs. Philadelphia is a very insular area. Lots of suburbanites still have strong ties and strong identification with the city.

This will not help him, although hopefully it won't hurt him too badly.

The problem in Philly is that the Democratic mayor is hated beyond belief, almost at New York City level. He doesn’t do anything to stop this shit and the current DA doesn’t believe in prosecution. I'm not sure how alleged mental illness is supposed to factor in to cops' decision making. Wouldn't one assume that anybody who threatens/assaults family members (as Wallace allegedly did) with a weapon is not playing with a full deck? It's not like Wallace had down syndrome, he was still an able-bodied male capable of inflicting violence on others and himself, officially diagnosed mental illness or not. He already had a rap sheet, which included physically assaulting a police officer, a fact of which I'm sure the family was well aware.

The family also claims that they just requested an ambulance and NOT the cops, but how realistic is that? if you request emergency assistance you don't get to dictate the terms and you certainly don't get to tell cops what to do with their weapons; I truly doubt a pair of EMTs would think it in their job description to subdue and restrain a violent man with a weapon just because somebody prescribed him Lithium at one point. And what if every time cops showed up to a similar scene and somebody shouted "this person has mental illness!" How can they trust such outbursts?

This death is a tragedy but Wallace should have been institutionalized and not left to law enforcement to deal with.

R108 Well stated. Once the perpetrator, mentally-ill or not, has a weapon and is threatening to use it, the police has to be involved. I didn’t know about the dumbass family believing that they, as people who called to report the incident, have any control in dictating how emergency and first responder services are dispatched.

No EMTs are going to risk getting killed in this and other similar situations, same goes for social workers. NONE of the social workers whom I work with express any desire to de-escalate violent situations without the perps fully restrained or safely contained. It’s the same with EMTs, when there’s a known violent situation that’s not secured and the perp is still active on the scene, they don’t go in without the cops giving okay first. That family is fucking crazy if they believe they get to control the scene.

A couple points that need to be said:

1. This has zero effect on the election. Philli was locked down bc of riots for 2 weeks earlier this year to the extent that Fedex and UPS stopped their delivery to large areas of the city--this won't even come close to that. Despite the doomsaying "trouble for biden, he's toast!" Biden actually has a decent lead in PA, likely because people can and do separate this BS from the election. (NOTE that the argument that "trump ferments this toxic culture which leads to riots, therefore remove trump and the riots go as well" is very easy to make as an actually reasonable counter)

2. LOL at the person above who posted a "trafalgar group" poll. They have had trump leading/tied with biden in literally EVERY poll they have released. Check out 538's commentary on trafalgar.

3. Double LOL at the people in this very thread who believe that the average voter would buy "yes there are people protesting who look and sound and otherwise act like democrats but actually it's republican instigators please believe me!" Delusional. Even if this were true I doubt anyone would say "See Honey?! It turns out that the "blm rioters" were actually the boogaloo boys so it's all okay #BLM" It's just such a ridiculous argument to expect any reasonable person to accept.

R111, to add to your post, the only part of the U.K. where police carry guns regularly is Northern Ireland and in recent years there there have been no deaths or even injuries from police shooting people. In the last two years there have been zero discharges of guns. These are people who regularly deal with paramilitary elements in NI. There is no reason for all the shootings which take place in the US.

Families of the mentally ill frequently call the police for help and advise as to what is wrong with the family member and what techniques have been used in the past when there have been incidents of violence.

In this case, the family had called for an ambulance, and police arrived first. It wasn't a case of the EMTs refusing to go in because of a dangerous situation, but rather the police going in first, not having learned anything about the situation before they got there. There was a history with Wallace plus cops had been there earlier in the day, plus the dispatcher had info. It either never got to the cops or they disregarded it.

Unfortunately, in recent years the police have taken to just murdering people instead of even trying to de-escalate.

Even the mayor and the police commissioner have said there are questions as to how this was handled and there has to be an investigation. Clearly, this was not handled correctly.

Datalounge is full of people who refuse to read the articles, plus those who literally believe what they make up in their own heads about laws, mental illness, crimes, etc. is the truth and anything else they hear is a lie, even if it's sourced, even if it's true.

It's a shame that the world has gone crazy and everyone thinks their own little personal opinion is more important than actual facts. It's a kind of mental illness of its own, and it's ironic how often it happens when DL is discussing mental illness.

It doesn't help that Datalounge blocks legitimate news sources nowadays, ones that have the real information about this case, because it (probably deliberately) helps to embolden the late-night racist fuckheads on Datalounge and the pure uncut bullshit being spewed on here.

The initial and overall approach to situations involving mentally ill people is different. The tactics of dealing with a person who is an immediate threat to their lives or the lives of others can't and shouldn't change, regardless of the mental status of the violent person.
