if we were in some science fiction story (or Stephen King horror, take your pick), what would happen is that the government would decide that the ONLY way to get ahead of the pandemic would be to insert bio-medical monitoring devices into citizens to have up to the minute information about who is ill in or to quarantine them quickly before they can spread it further.
In order for such a device to monitor health and make effective quarantine possible, there would HAVE to be location tracking built-in so authorities could locate sick people quickly. Wjat they wouldn't tell us is that the device also contained a mic.
Of course, to paraphrase Padme, we would allow our liberty to die to thunderous applause as people cheered because, as the Patriot Act proved, we are more than happy to trade away our freedoms for the illusion of security.

I was always suspicious about tramp stamps which are located near the lower end of the spinal cord.
"Now dear, why don't you present hole, so we can scan your tramp stamp?".
