The last time they did this (Economic Stimulus Act of 2009), they used income from the previous year tax return to determine if you got a payment. I remember that lots of single people here didn't get the payment because:

Companies don't pay the benefits. Companies pay a small tax with a rate that is adjustable and which is based on the number of claims filed by former employees of the company in question. The range of that adjustment is not all that great. When there are claims, the tax can be adjusted up, but only a bit. Employers carry on FAR TOO MUCH about this.
The economy has been booming and the unemployment rate has been extremely low. Each state should have an Unemployment Insurance Fund that is brimming in cash. But this reversal is so extreme that those state Funds will soon begin to feel the pressure. Someone at the state's Department of Labor will have review all the documents to determine whether any particular claim meets the legal requirements.

A Republican senator who requested anonymity to voice concerns about direct payments wasn't in favor of the policy but noted the decision has already been made to include them in phase three of the stimulus package.
"If I was drafting the bill, it would not be in the bill," the lawmaker said. "I don't think it's a terribly effective way to fix" the economy.
But the GOP senator said it's a moot point.
"It's in there, and it isn't coming out," the senator said.
