Ethics panel opens investigation of Rep. Katie Hill for bisexual relationship with staffer

WASHINGTON (AP) The House Ethics Committee Wednesday opened an investigation into Rep. Katie Hill after a conservative website published unsubstantiated accusations that she had an improper relationship with a staffer.

The bipartisan leadership of the Ethics panel announced the probe of the freshman California Democrat, noting "public allegations" that Hill "may have engaged in a sexual relationship with an individual on her congressional staff."

The panel noted that it is casting no judgment on the validity of the charges, which were based in the report on anonymous sources.

In a statement Tuesday, Hill denied having had an affair with her legislative director. She asked U.S. Capitol Police for an investigation into intimate photos she said were posted online without her consent.

Lawmakers have come under intense criticism for being slow to update Capitol Hill's rules on sexual harassment but finally passed an ethics change last year that, among other steps, banned lawmakers from having sexual relationships with staff aides.

Hill identifies as bisexual and is going through a divorce.

"The fact is I am going through a divorce from an abusive husband who seems determined to try to humiliate me. I am disgusted that my opponents would seek to exploit such a private matter for political gain," Hill said.

When Democratic Rep. Katie Hill won election in 2018, she gained attention for securing a tough district held by a Republican. She also made history as the first openly bisexual congresswoman from California. Now she’s capturing headlines again, only this time for all the wrong reasons.

Last week, RedState, a conservative news website, ran a story accusing Hill of having extramarital affairs with a female campaign staffer and a male congressional aide. The article included a nude photo of Hill with her breasts obscured. On Thursday, The Daily Mail published more sexually explicit photos of Hill, along with breathless details of her romantic relationships. As a result, private photos of her are spreading like a rot online, and there’s little Hill can do to stop it. Intimate, personal snapshots of her life are currently being ogled by anyone with a Wi-Fi connection.

Hill has confirmed that she was in a relationship with the campaign worker, though she denies any romantic involvement with her congressional aide. The House Committee on Ethics has begun an investigation, since it is against House rules for representatives to have sexual relationships with congressional staff. (Those rules do not appear to extend to campaign staff.)

Much of the media coverage surrounding Hill has focused on her sex life; who she did or did not sleep with. The fascination likely stems from the fact that she is LGBTQ and allegedly involved in a polyamorous relationship. But by focusing on her sexuality, an important fact is being lost in translation.

Hill is not accused of committing a crime by dating her campaign staffer, but she may be a victim of one. In most states, including California, it is illegal to share sexually explicit photos of a person without his or her consent. That’s commonly called revenge porn ― and in Hill’s home state, that could be punished by up to six months in jail.

It is unclear how the news outlets acquired the photos of Hill. In a statement released Wednesday, Hill said, “I am going through a divorce from an abusive husband who seems determined to try to humiliate me. I am disgusted that my opponents would seek to exploit such a private matter for political gain.” Hill did not elaborate further or offer evidence linking her estranged husband to the leaked photos. He did not immediately respond to HuffPost’s request for comment.

On Thursday, Hill sent a cease and desist letter to the Daily Mail, demanding the news outlet remove the photos they had published.

“Katie Hill, like many women in marriages that end in separation, endured years of emotional abuse from a now-estranged husband,” her lawyers wrote in the letter, which HuffPost obtained. “By spreading these purported claims, and dehumanizing and shaming images across the globe, you have perpetuated the cycle of abuse Representative Hill has endured.”

HuffPost reached out to the Daily Mail for comment but did not immediately receive a response.

Under California’s “revenge porn” statute, it is illegal for a person to intentionally distribute “the image of the intimate body part or parts of another identifiable person ... under circumstances in which the persons agree or understand that the image shall remain private, the person distributing the image knows or should know that distribution of the image will cause serious emotional distress, and the person depicted suffers that distress.”

Revenge porn may be used as a tactic in abusive relationships to control, blackmail or harm an intimate partner. But contrary to popular belief, images do not have to be shared by a vengeful ex to be considered “revenge porn.” A person who shares nonconsensual pornography for financial gain or for another reason can still be engaging in the practice.

“Anybody who released or published Ms. Hill’s image should be prosecuted to the fullest extent of the law,” said Carrie Goldberg, a lawyer specializing in sexual privacy violations and author of “Nobody’s Victim: Fighting Psychos, Stalkers, Pervs, and Trolls.”

She noted that many state’s “revenge porn laws” have exceptions when the distribution is newsworthy. “There is nothing newsworthy here,” she said. ”Ms. Hill is entitled to sexual privacy just like any other public or private figure.”

Female lawmakers are often attacked for their sexuality ― especially if they are young and attractive like Hill, said Jennifer Piscopo, an associate professor of politics at Occidental College who has studied gender and politics.

“It’s a way to undermine their authority, to call into question their ability, and to make them feel intimidated,” she said.

The more prominent women politicians are, the more likely they are to sustain and receive online abuse, Piscopo added.

“Hill was thought to be a rising star in the Democratic Party. Not just because of her gender but also the way she won that close race in California,” she said. “That makes her more vulnerable to attacks.”

Hill has apologized for having a sexual relationship with her campaign worker, saying in a statement that “even a consensual relationship with a subordinate is inappropriate.” But she has pushed back on the idea that her personal life and private photos should be anyone’s business, calling the reports a “smear campaign.”

“This coordinated effort to try to destroy me and the people close to me is despicable and will not succeed,” she said. “I, like many women who have faced attacks like this before, am stronger than those who want me to be afraid.”

“I will fight to ensure that no one else has to live through what I just experienced,” she said. “Some people call this electronic assault, digital exploitation, others call it revenge porn. As the victim of it, I call it one of the worst things that we can do to our sisters and our daughters.”

Hill has not specified the date on which she will formally resign, though those familiar with the matter told Politico she might vacate her seat as soon as Nov. 1.

House Speaker Nancy Pelosi (D-Calif.) has since addressed Hill’s resignation as the right move, stating, “She has acknowledged errors in judgment that made her continued service as a Member untenable.”

You might just as well argue that since the swastika was around in innocent uses before the Nazis appropriated it, a person with a swastika tattoo could be innocent of white supremacy. Once the Nazis used that cross (not the Celtic cross, as R195 thinks) it's associated with their loathsome ideology.

During her final speech on the House floor Thursday, Rep. Katie Hill apologized for actions that led to her resignation while also boasting that her last vote as a member of Congress was in favor of the impeachment inquiry into President Trump.

“I wanted to show young people, queer people, working people, imperfect people that they belong here, because this is the people’s house. I fell short of that and I’m sorry. To every young person who saw themselves and their dreams reflected in me, I’m sorry. To those who felt like I gave them hope in one of the darkest times in our nation’s history, I’m sorry. To my family, my friends, my staff, my colleagues, my mentors, to everyone who’s supported and believed in me, I’m sorry.”

She continued: “And to every little girl who looked up to me, I hope that one day you can forgive me.”

Days earlier, the first-term California lawmaker had announced her resignation after nude photos of her were leaked to media outlets amid allegations of an improper sexual relationship with a subordinate.

While Hill admitted to a relationship with a female campaign staffer during the final years of what she called an “abusive marriage,” she denied having a relationship with a congressional aide — a more serious charge that would constitute a violation of House ethics rules.

The 32-year-old Democrat, who is openly bisexual, said the nude photos published by a conservative website and a British tabloid, and the potential that more might be released, were major factors in her decision to resign.

“I’m leaving because there is only one investigation that deserves this country’s attention,” Hill said, referring to the impeachment inquiry that the House voted hours earlier to formalize.

“The forces of revenge by a bitter, jealous man, cyber-exploitation, and sexual shaming that target our gender and a large segment of society that fears and hates powerful women have combined to push a young woman out of power and say that she doesn’t belong here,” Hill said. “Yet a man who brags about his sexual predation, who’s had dozens of women come forward to accuse him of sexual assault, who pushes policies that are uniquely harmful to women and who has filled the courts with judges who proudly rule to deprive women of the most fundamental right to control their own bodies, sits in the highest office in the land.

“And so today, as my last vote, I voted on impeachment proceedings, not just because of corruption, obstruction of justice or gross misconduct, but because of the deepest abuse of power, including the abuse of power over women.”

The scandal around Hill’s resignation had raised questions about targeting by right-wing political operatives and her ex-husband.

“I’m leaving now because of a double standard,” she said in her speech. “I’m leaving now because I no longer want to be used as a bargaining chip. I’m leaving because I didn’t want to be peddled by papers and blogs and websites used by shameless operatives for the dirtiest gutter politics that I’ve ever seen, and the right-wing media to drive clicks and expand their audience by distributing intimate photos of me taken without my knowledge, let alone my consent, for the sexual entertainment of millions.”

She added: “I’m leaving, but we have men who have been credibly accused of intentional acts of sexual violence and remain in boardrooms, on the Supreme Court, in this very body and, worst of all, in the Oval Office.”

House Speaker Nancy Pelosi said at a press conference before the House vote that she respected Hill and was saddened by her decision to resign, but she also saw it as a useful lesson to young people to avoid situations that could someday be the subject of so-called “revenge porn.”

“Katie Hill’s decision to resign is her decision,” she said. “She’s an absolutely outstanding young public servant — very smart, strategic, patriotic, loves our country, respected by her colleagues in the Congress for the work that she does here.”

Pelosi then went on to note warnings she’d given her family, “especially grandchildren,” to be careful when it comes to “these appearances on social media.”

They “can come back to haunt you if they are taken out of context,” Pelosi said.

“Regardless of any errors in judgment that anyone may have made, it’s shameful that she’s been exposed to public humiliation by cyber-exploitation, and I caution everyone that they too may be subjected to that, so to be careful.”

“Congresswomen across America have been subjected to this type of harassment and abuse, which is a profound violation of those women’s rights — men too — and human dignity,” she said. The issue “is bigger than one person. It’s about how people have presented themselves over time and, again, exploitation by others who get the information and we don’t know how. That’s just not right. And actually, there’s a legal question involved in it as well.”

Hill has said she intends to pursue legal action concerning the release of the photos.

Fellow freshman Rep. Alexandria Ocasio-Cortez, D-N.Y., defended Hill against what she told Politico is “a major crime ... being committed against her.”

“I don’t think we’re really talking about how targeted and serious this is,” said Ocasio-Cortez, who earlier this year was depicted in lewd drawings that originated from a Facebook group of current and former Border Patrol agents. She asserted that Hill’s experience will “of course” deter some younger women from running for office.

Hill, who said today was the first time she’d left her apartment since the nude photos of her were published, said that “hiding away and disappearing would be the one unforgivable sin.”

“I ask you all to stand with me and commit to a future where this no longer happens to women and girls,” she said. “Yes, I’m stepping down, but I refuse to let this experience scare off other women who dare to take risks, who dare to step into this light, who dare to be powerful.

“It might seem like they won in the short term, but they can’t in the longer term,” she continued. “The way to overcome this setback is for women to keep showing up, to keep running for office, to keep stepping up as leaders, because the more we show up, the less power they have.”

Hill closed out her speech by saying she voted to “move forward with the impeachment of Donald Trump on the behalf of the women of the United States of America,” before she yielded the balance of her time “for now but not forever.”

I listen to a couple "liberal" podcasts, and they're all bending over backwards to explain why the REAL story here is 'revenge porn' and definitely NOT this woman's unethical behavior. Vox's "the weeds" podcast truly out-woked itself doing this very contortion to a frankly ridiculous degree. This is the problem with liberals/"the woke crowd," they LOVE to smugly assure each other that conservatives are all valueless hypocrites who are morally bankrupt, whereas THEIR values are always upstanding, consistent, and "on the RIGHT side of history!"--then shit like this happens and they do exactly what the conservatives do all the time.

Where was the reporting? If this were a man MSNBC et. al would have devoted at least 10 minutes per hour to covering the story, and if it were a republican man the entire DAY would be non-stop coverage. The double standard really annoys me. I mean, I'm certainly not going to start voting republican because of it (or for any other reason), but it annoys me and I wish we could do better. Oh, and once again the "woke crowd" has revealed itself to be shallow pretentious asses to whom NO ONE should ever listen, EVER.

Assuming your boycott of The Federalist is representative of a general avoidance of right-leaning publications, your mindset leads to you willfully shutting out alternative interpretations of the world and the events happening within it, which ultimately results in an incomplete picture and poor decision making. I don't seek out right-leaning media, but I don't blanket-ly discount it either, and I don't think anyone necessarily should.

r208 on MSNBC right now a guest actually (briefly) acknowledged that this woman's "being female" actually shielded her somewhat from criticism and coverage. I assume this guest will not be invited back to comment! Of course, the discussion centered around the "naked photos" and their role in the woman's resignation--very little about the actual misconduct.

The guest also said that millennials as a generation all have naked photos or compromising photos out there waiting to torpedo their political aspirations. I'm an '88 millennial and there are NO identifiable naked photos of me floating around. Folks, it's not that hard!

I saw iron cross necklaces at 2 stores in Northridge Mall yesterday, so they aren't viewed the same way as swasticas, which turn in the reverse direction of the sun wheel they're based on, incidently.

WASHINGTON – Rep. Katie Hill, the California Democrat who resigned last week amid allegations of a sexual relationship with a staffer, posted a social media plea on Sunday night for women to turn out and vote in 2020.

"A year from now, we have a chance to show women and girls that we matter. Hopefully, we’ll elect a woman as President – if not, let’s work to make sure a serial sexual predator no longer occupies the White House," she said in a tweet clearly referring to President Trump. "What are we as a nation going to do?"

"Ladies, show up," she implored.

Hill's Sunday tweet about a "sexual predator" being in the White House seems to be a response to more than a dozen women accusing Trump of sexual misconduct, including columnist E. Jean Carroll who said he raped her in a department store dressing room in the mid-1990s. Trump’s own boasts of giving women unsolicited kisses and grabbing their genitalia nearly cost him the 2016 election after audio of the 2005 comments surfaced in the closing weeks of the campaign.

The freshman lawmaker had become the subject of a House ethics probe after allegations surfaced that she had a sexual relationship with her legislative director. Hill had said the allegations were "absolutely false" but admitted to an affair with another unnamed staffer.
