No, moving someone else's bag is not a thing. As already mentioned above, if you want to make sure your bag gets a particular spot, then you plan your seat accordingly to make sure you board early enough.

We don't really know the full circumstances here. Was the guy oversensitive? Was she as well? Probably both.

But, there ARE many benign situations out there, where someone didn't pack the overhead in a mindful way, like putting their bag left to right, instead of front to back - that can mean one more bag cannot fit in there. I've seen this several times. I had no room in the overhead when I boarded last week, and I noticed that someone had packed their bag left to right, taking up essentially two spaces. So I moved it to perpendicular, and was able to put mine next to theirs, and voila, both bags fit in the overhead. Is this really an issue for people?? I can forgive your brain-dead packing habits, if you can forgive my editing it to make room for more.

Rotating or slightly adjusting a bag to make another one fit next to it is ok. For example, if the other bag has a few inches of empty space next to it, you could just gently push it into that space.

It's not ok to move someone's bag to an entirely new position within the overhead compartment, assuming the bag has been sensibly stowed in the first place. You don't move someone's bag just because you want their space.

Some people are totally stupid and inconsiderate though, and having boarded first on a full flight will put their jacket and duty free up there next to their bag, taking up half of the entire compartment, and are then outraged when other people actually want to put their carry-on luggage up there.

Moving a bag around in the overhead is nothing. Everyone’s bags have to fit. No one passenger claims ownership of the overhead. Stop being stupid. It’s best to stand up and assist, work together. Overhead compartments are pretty small. I do t understand how some people are making a distinction between repositioning and moving, within the same compartment. I walk to my seat, then put my (appropriately sized) bag in the overhead. It only takes a moment, but it’s a moment everyone behind me has to wait. I’m not going to ask around to find you who stowed their bag in the very center, so that no other bags can fit. I’m going gently slide it over.

But if airlines had any interest in making travel comfortable and civilized, overhead spaces would be assigned. People traveling with too much crap are one of my peeves. Europe is better because they actually enforce the carry on restrictions.
