There is something about how heās used gun violence in schools to get attention for his career that I find disturbing. Chris Murphy from CT spends a lot of time talking about gun violence but you donāt see him grandstanding to further his career and it makes sense given his ties to Newtown. He's very good in Congress and serving as spokesperson for the criminal investigations against Trump. But he is not making traction as a presidential candidate. Why do so many think they have to run for president? We need people to run for Senate. Schiff is not going to the Senate when he is already chair of the House Intelligence Committee . Schiff is the top Californian in congress after Pelosi. He is either gunning for Speaker of The House or the California governorship in 2022/2026.
Katie Porter is a freshman in a district not known for electing Democrats. The Dem party will not allow her to vacate when they barely flipped District 45. If she were in a bluer district, it might have been different.
Newsom is not downgrading to the Senate when he is the top Californian in the nation. He will only consider running for President in 2024 or 2028.
Becerra, Garcetti, and Swalwell are the likely contenders for the Senate. Swalwell has had a meteoric rise within the House, he's 38, and known enough in California to win a stateside election.

Y'all are the same people that swore his presidential campaign would blow up, he lost a debate slot to Marianne Williamson. There is literally nothing Swallwell has done that any other random house democrat hasn't. Swalwell will definitely run for Dianne's seat, but he will lose.
Schiff would absolutely consider the senate. He likes to conduct himself with gravitas. He has never fit the house personality wise. Plus, a huge portion of Californians actually know him because of the Mulleur investigation. So he would start with an advantage.
Orange County has not historically elected democrats but it went very blue in 2016 and Porter is an incumbent now. She will likely win but a comfortable margin in 2024. She's done a great job, her constituents like her. She would start off the underdog on the list I mentioned for sure. But she is a skilled politician and a good fit for the state politically. She bills herself as a pragmatic progressive.
I agree 100% Senate is not Newsom's first choice. But who knows if he still wants to be president 8 years from now. And what scandals/bad PR moments will have happened. If he runs for Senate he probably wins, it'd be an easy race for him while president would be very hard for him (or anyone of course)

Most sucessful senate candidates of the last few cycles were all relatively green politicians.
