His friend is an asshole. They must do this all the time because he was more worried about getting the stolen cat into his house over helping his friend over the railing.
People don't forget that their pet is outside, the owner wanted that cat out there. It's not their responsibility to kidnap an animal.

Cats can survive falls from high rises, especially six stories. Also, they would have easily been able to tell which unit that was and get access to it.

It's not like the sat was unsafe crawling outside on the ledge. The cat was safely inside the balcony of the next door apartment. Why didn't the guy just go next door--indoors--to get the cat?
