R3 that reminds me of how Eric Clapton's 4 year old son Conor died. He was staying with his mother in a high rise, supposedly a cleaner opened all the windows, and the child ran or fell out of the window to his death, I think in New York City.
I'm not defending the Russian family - the child is well dressed though - probably has a drunk/stoned/high mother or other caregiver not paying any attention. Extreme poverty tends to lead to extreme child neglect/abuse - not that long ago in England/Ireland or here (remember the factories where they chained the children to the machines at age 8 or so?)
Humans are brutal animals. It's a wonder we've improved (some of us, to an extent)

If the babies are just dumped in orphanages and not properly cared for and nurtured in there then they will quickly develop attatchment problems, especially if they already have FAS. That can be impossible to turn around by the time the child is a few years old, no matter how loving and informed the adoptive parents are.
They need to invest in their society from the bottom up - as R85 said. I would add prenatal/maternal healthcare to that list.

If you adopt a baby 1 year or younger they should be okay if the parent works on attachment, I know some families who adopted from Russia and the kids are thriving. Though there are a few FAS kids that will have more issues.
