Of course they've always existed and they now exist in greater numbers. The service men in that picture were not body builders and they were not particularly athletic. They were very average. Their asses were flat, square, average asses for that time.

The majority on men aren't walking the streets in spandex but it also was popular in the 1980s. The changing male beauty standards are often written and talked about. There's also the issue of the hormones in the meat that we eat.
