Merkel is not a dictator or absolute monarch with the power to grant amnesty to whomever she wishes. People that orchestrate these highly publicized confrontations with the government in order to prevent deportation rarely prevail. They put the government in a position where it has to enforce the laws since everyone knows, or else be seen as not weak and unable to enforce the laws. I don't know about German immigration enforcement, but those in the U.S. are so incompetent that 99% of those who do not publicize their status will never get caught.
