The "developed world" (Western countries) already used industrialisation (which uses up a lot of fuel) to get out of poverty and become the richest on the planet - the "developing world" (everyone else) don't want to be suddenly denied the exact same route to economic prosperity.

Most of the world (which is the developing world) has a strong desire for fast-paced industrialisation and manufacturing to become economically "developed countries" on par with Europe and North America. They want to industrialise (which will use up fuel), they don't want to be stuck in "eco-friendly" mud-huts, in low-wage agricultural / agrarian communities, harvesting rice and beans, while a post-industrial Swedish representative lectures them about "survival".
