R1 Exactly. The protesters want all the glory of civil disobedience without any of the consequences. It's not civil disobedience if there is no "law & order" response to your actions—it's literally the point.

If someone resists arrest (which can be as simple as refusing to put their hands behind their back or above their head after being asked multiple times), police protocol is to immobilize the suspect by forcing them onto their stomach. This is not considered excessive force. Now, if multiple officers kneel on your back, hit you, or deploy some other weapon after you've been immobilized, then that would be considered excessive force.

This is why elderly, pregnant, or otherwise health-compromised individuals should heavily weigh the risks of participating in protests that have a high risk of escalation.
